A respected and long-standing public-sector organization in the greater northeast San Antonio area is hiring a Procurement Manager to lead its Purchasing and Materials Management Department. This is a strategic, on-site leadership role overseeing procurement operations, inventory control, and contract compliance in a fast-paced, community-focused environment.

Procurement Manager – What You’ll Do

  • Lead and develop a high-performing procurement and materials team
  • Drive purchasing strategy and ensure alignment with public-sector procurement laws
  • Review and approve requisitions, bids, and contracts for compliance and accuracy
  • Oversee vendor relationships, contract administration, and renewal timelines
  • Manage warehouse operations and inventory control systems
  • Monitor procurement forecasts, budgets, and spending
  • Provide training and guidance to internal departments on procurement best practices
  • Ensure uninterrupted service and supply through effective purchasing and planning

Procurement Manager – Requirements & Qualifications

  • Bachelor’s degree in Supply Chain, Business, Law, Economics, or related field
  • Minimum 5 years of procurement experience, including supervisory responsibilities
  • In lieu of a degree, 8+ years of directly related experience may be considered
  • Must hold or be able to obtain CPPB certification within 12 months
  • Valid Texas driver’s license required

Procurement Manager – Must Haves

  • Proven ability to lead and mentor a procurement team
  • Deep knowledge of Texas statutes and local government procurement codes
  • Experience with inventory, warehouse, and capital purchasing operations
  • Strong contract management and policy review skills
  • Ability to build effective relationships across departments
  • Skilled in budget planning, expenditure tracking, and procurement forecasting
  • Clear and professional communication, both verbal and written

Procurement Manager – Preferred Background & Skills

  • CPPB or NIGP certification preferred
  • Public sector or utility procurement experience
  • Experience building procurement policies and procedures from the ground up
  • Familiarity with Microsoft Office and procurement software tools
  • Background in process improvement and capital project planning
