Finance Operations Leader (FINOP)

Self-Clearing Broker-Dealer

Position Overview

We are seeking an experienced Finance Operations Leader to oversee all regulatory finance, capital, and financial reporting functions for a self-clearing broker-dealer. This individual will serve as the firm’s financial and operational principal (FINOP) and will be responsible for daily net capital calculations, customer reserve computations, regulatory filings, liquidity oversight, and financial statement integrity.

This is a highly technical role requiring deep expertise in SEC Rule 15c3-1 (Net Capital Rule), Rule 15c3-3 (Customer Protection Rule), and reporting obligations to FINRA, the SEC, and SIPC.

Key Responsibilities

Regulatory Capital & Compliance

  • Perform and review daily Net Capital calculations (SEC Rule 15c3-1)
  • Perform daily securities lending haircut calculations
  • Prepare weekly Customer Reserve calculations (Rule 15c3-3)
  • Oversee liquidity stress testing
  • Apply regulatory haircuts to investment banking transactions (IPOs, ATMs, etc.)
  • Prepare and file:
    • FOCUS Reports (Part II)
    • Form Custody
    • Supplemental Schedules of Income
    • SIPC Forms 6 and 7
    • Trading Activity Fee (TAF) filings
    • Options Regulatory Fee filings
  • Ensure timely and accurate regulatory calendar management

Financial Reporting & Accounting Oversight

  • Oversee month-end close process
  • Prepare and review:
    • Balance Sheet
    • Income Statement
    • Statement of Changes in Owner’s Equity
    • Detailed variance reporting
  • Manage annual audited financial statements
  • Supervise bank reconciliations
  • Oversee State Payroll Inventory Control reporting
  • Conduct quarterly box counts
  • Ensure TRACE reporting accuracy

Clearing & Operational Finance

  • Monitor clearing deposit requirements and capital impact
  • Manage securities lending accounting and haircut calculations
  • Ensure accurate trade date and settlement date accounting
  • Oversee reconciliations across custody, clearing, and cash accounts

Leadership & Governance

  • Serve as primary financial liaison to regulators and auditors
  • Lead regulatory exams and annual audits
  • Build and enhance internal control frameworks
  • Develop scalable finance infrastructure to support business growth
  • Partner with executive leadership on capital planning and funding strategy

Qualifications

  • Series 27 (FINOP) license required
  • 5–10+ years of experience at a self-clearing broker-dealer
  • Deep technical knowledge of:
    • SEC 15c3-1 & 15c3-3
    • FOCUS reporting
    • Customer reserve computations
    • Securities lending haircuts
  • Experience managing regulatory interactions with FINRA and the SEC
  • Strong understanding of liquidity risk management and capital planning
  • Experience supporting investment banking activities (IPOs, ATMs, underwriting haircuts)
