We are seeking an experienced Human Resources Manager to lead the HR function for our growing civil construction company in the San Francisco Bay Area. This is a strategic, hands-on role that oversees all aspects of HR for a diverse workforce across multiple job sites, including union and non-union employees, with a focus on compliance, culture, employee relations, and talent development.
Benefits for the Human Resources Manager:
- Competitive base salary of $100,000-$120,000
- Profit Sharing 7% a year

Qualifications for the Human Resources Manager:
Education & Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 7–10+ years of progressive HR experience, with at least 3–5 years in a leadership role.
- Prior experience in construction, engineering, or heavy civil industries is strongly preferred.
Knowledge & Skills
- Deep understanding of CA labor law, HR compliance, and safety requirements.
- Experience with union labor relations and collective bargaining.
- Strong background in employee relations, investigations, and conflict resolution.
- Proven ability to manage HR for both office and field-based employees.
- Proficiency in HRIS platforms (e.g., ADP, Paycom, Viewpoint Vista) and Microsoft Office Suite.
- Excellent communication, leadership, and interpersonal skills.
- Ability to thrive in a fast-paced, project-driven, multi-site environment.
Responsibilities for the Human Resources Manager:
HR Strategy & Leadership
- Develop and implement HR strategies aligned with business goals.
- Partner with executive leadership to develop organizational plans and workforce strategies.
Compliance & Labor Relations
- Ensure compliance with CA state and federal labor laws, including prevailing wage, certified payroll, and OSHA requirements.
- Manage union relationships and collective bargaining agreements (if applicable).
- Oversee internal investigations and resolve employee relations issues.
Talent Acquisition & Workforce Planning
- Lead full-cycle onboarding for field and office positions.
- Be the primary point of contact with external recruiting companies for open positions.
- Develop talent pipelines to support project and company growth.
Training & Development
- Implement training programs that focus on safety, compliance, leadership, and professional development.
- Track and report on training effectiveness and compliance.
Performance & Culture
- Manage performance review processes, career development, and employee engagement initiatives.
- Foster a positive, inclusive, and safety-first culture across diverse teams.

- Participate in compensation benchmarking and pay equity reviews.
HR Operations
- Maintain HR systems and records (HRIS, applicant tracking, training logs).
- Prepare HR metrics and reports for leadership.
