Senior Technical Advisor – Water Utility Engineering TX

Senior Technical Advisor Requirements & Qualifications
- Bachelor’s degree in Engineering (Civil, Environmental, or related field preferred)
- Six (6) years of professional engineering experience as a Registered Professional Engineer (PE) focused on municipal potable water and/or wastewater systems
- At least two (2) years in a managerial or supervisory capacity
- Texas PE license required (or PE from a reciprocal state, convertible within one year)
- Valid Texas Class "C" driver’s license (or equivalent) may be required
Senior Technical Advisor Preferred Background & Skills
- Comprehensive knowledge of civil/sanitary engineering in water and sewer design/operations
- Expertise with construction, design, maintenance of water/sewage facilities, cost estimation, CADD, and project management
- Proficiency in water resource planning, treatment, delivery, sewage collection/treatment, budgeting, contract negotiation, and regulatory compliance
- Strong communication and presentation skills for technical and public audiences
- Ability to build effective partnerships with internal teams, contractors, regulators, and the public
Senior Technical Advisor Day-to-Day Responsibilities
- Review and approve engineering plans, specifications, and technical documents for constructability and quality control
- Provide technical oversight and mentorship to teams across Water, Stormwater, and Wastewater divisions
- Conduct expert site assessments to evaluate structural, environmental, and commercial feasibility
- Coordinate field engineering, surveying, utility coordination, detailed drawings, schedules, and project cost estimates
- Oversee construction quality control, interpret material testing results, and ensure regulatory compliance with city, state, and federal standards
- Develop cost estimates and prioritize major capital projects within the Capital Improvement Program (CIP)
- Apply research and data analysis to troubleshoot and solve complex engineering challenges
