Preconstruction Utility Project Manager
Location: Morristown, NJ (On-Site)
A growing, utility-focused project and program management firm is seeking a Preconstruction Utility Project Manager to lead high-voltage transmission and substation capital projects from concept through early development (approximately 30% design).
This organization partners with major utilities to help plan and deliver critical infrastructure upgrades that keep the electrical grid reliable and modern. Known for its structured project delivery, strong leadership culture, and disciplined execution approach, the firm offers the stability of established utility partnerships combined with the agility of a specialized engineering consultancy.
This is a high-visibility leadership role with direct impact on major transmission initiatives.
Compensation
• $160,000 – $180,000 annually (based on experience)
• W2 hourly structure with 1.5x overtime
• Discretionary performance bonus

What You’ll Do
• Lead project kick-offs and development teams
• Define and refine scope during early project stages
• Manage budgets, forecasting, and financial controls
• Develop and maintain project schedules
• Coordinate permitting, environmental, right-of-way, engineering, and procurement activities
• Interface directly with utility stakeholders and executive leadership
• Prepare projects for seamless transition to construction execution
What You Bring
• Bachelor’s degree in Engineering
• 5+ years of transmission and/or substation experience
• Experience managing 34.5kV–500kV transmission or substation projects
• Proven budget and schedule ownership
• Strong leadership and cross-functional communication skills
Preferred
• Capital portfolio or program exposure
• Experience standardizing project lifecycle processes
This is a fully on-site leadership position based in Pittsburgh, PA, offering the opportunity to play a key role in shaping large-scale utility infrastructure projects.
