We are seeking an experienced Chief Engineer to lead all construction engineering activities for our heavy highway and infrastructure projects. This role provides technical leadership across the organization and is responsible for planning, designing, reviewing, and approving temporary works and engineering solutions for complex bridge, roadway, and structural operations.
The Chief Engineer partners closely with project teams, field leadership, and regulatory agencies to ensure projects are executed safely, efficiently, and in compliance with DOT and other regulatory standards.
Key Responsibilities
- Serve as the senior engineering authority for heavy highway construction projects
- Plan and design temporary works such as cofferdams, concrete forms, shoring, temporary supports, and demolition sequencing
- Review and approve engineering strategies for bridges, roadways, and complex structural operations
- Provide guidance to field teams to ensure engineered solutions are constructed safely and correctly
- Establish and maintain engineering standards, procedures, and quality control processes
- Ensure compliance with federal, state, and local regulations including PennDOT, PA Turnpike Commission, and OSHA requirements
- Serve as the primary engineering liaison with agencies, owners, design engineers, and consultants
- Mentor and lead engineering staff while developing in-house technical capability
- Support estimating and preconstruction teams with constructability reviews and engineering risk analysis
- Work closely with project managers and field leadership to resolve complex technical challenges
Qualifications
- Bachelor’s Degree in Civil Engineering (required) with focus on structural and geotechnical design
- Professional Engineer (PE) license required
- 10+ years of construction industry experience, preferably in heavy highway or transportation infrastructure
- PennDOT or Pennsylvania Turnpike experience preferred
- Experience overseeing engineering work for major DOT or infrastructure projects
- Demonstrated leadership experience managing engineering teams or programs
- Familiarity with engineering and analysis tools such as STAAD, AutoCAD, MathCAD, or similar
- Strong practical understanding of construction means and methods
